At least according to TV tropes, the title is a quote from the actual comics. I have not read the comics in English, but I'm willing to believe that it was something along the lines.
There definitively were some moments between Elyon and Cornelia that went beyond "just friends", but also beyond the casual closeness that "best friends" might have.
But in the end, it's mostly a fan-ship, and such things can only be read between the lines.
