Well, it's not very clear in the show when he got his cutie mark, but I had the idea that after he experienced Pinkie's party, he ran home to throw one of his own, since his special talent is party planning I figured he would have to plan a party of his own to get his cutie mark! But who knows he could have gotten it at Pinkies party too c:
