Absolutely they can! In fact, I recommend doing it all the time. They make for much brighter-looking watercolors, and they bleed very well.

A type of watercolour felt tip pen. When the ink gets wet it changes, like water colour paints, but the ink becomes more versatile and retains and great colour. I recommend you get hold of some!
