ANYHOO a friend o' mine showed me a whole buncha amazing adoptable designs and I just had to get one omg
I made her tail glow because I'm a sucka for glowing things, I hope that's alright
I took number 14 here! (Veertien literally means 14 cause I'm an unoriginal butt)

You paint over the object you want glowing, blur the edges and set the opacity down. If you have PaintTool SAI you can change the layer's setting from 'normal' to 'luminosity'
