I believe that the design was changed because of Sonic Heroes. Sega wanted team Chaotix in the game but none of the members matched the strength class. So they buffed up Vector to make him look stronger. People liked that design so Sega kept it.

Quite a drastic difference from 22 years ago, eh? I surely prefer the modern Vector over his classic type. He surely does look more badass too in his modern style with his chain necklace, upgraded headphones, and golden-banded gloves. Sweet work!
