Random murder is no motivation. I’m sure the masked killer had his reasons. Those he targeted are the ones he knew.

No killer would strike without knowing the precise location and time. These killings were done “accordingly” for sure.

The Most Difficult Murder cases are “Serial Killings”. Police officers and detectives weren’t able to figure out the connections between victims, because they did list of names and facts on each of these victims, and they haven’t found anything in common with one victim to another.
The Serial Killer’s plan is creating a Huge Area where Police Officers intend to penetrate, then suddenly become blind. One trace they found that connects to the killer, and they catch him. But the Court says they can’t prove the killer’s connection to the crime, and the facts were excluded. They released him from charges unworthy to indict him. After that, the Serial killer continues committing murders. It didn’t end without every officer knowing his recent actions.
Anything the killer does, he will always leave a trace, no matter where he goes. Whatever crime he commits that cannot be proven, the law will know what contradictions they held.
To catch a Serial killer, you have to know what he knows, and feel what he feels. Any request or commission done, the killer won’t deny, because he likes it.
Now the “Masked Killer”, his crimes cannot be proven by the Court of Law, because he never shows his “Real Face”. If I were the masked killer, I trick the court of law into thinking somebody else had done it, because the witness saw me “blindly”, and I left traces of someone I know to have him/her highly-suspected.
The evidence the police collected becomes a useful tool for the masked killer. He intends to buy time, before they know sooner or later somebody knows something is not adding up. He would wait to find somebody, and look into their stories, before he targets them. What he’s doing is “Throwing Justice off the Trail”. We’ll know why for sure.
