Wow this trully is amazing ! Im not rly into digital art but ice is usually sharper and it gives blurry illumination, nevertheless this is just awesome i love it !

I see it as water turning into ice if thats any better Its already beautiful...but if you want ice, couldn't you simply try adding some strong highlights according to where the lightsouce is coming from?

Yes, it does remind me quite a bit of water, but it's still a really nice piece of art. C: I love the pose and expression, like she's being whisked away by the feeling of the magic. Her dress also looks really cool.
I know it can be frustrating to have art not come out exactly the way you envision in your head, but don't give up! You've clearly already got the talent. C:

Ice crystals, unless they are melting, tend to be very angular, often sharp, and form in small hexagonal crystals, and usually have a slightly reflective, slightly refractive, translucent to transparent effect on light. When rounded, it gets the appearance of melting. I recommend watching time-lapse videos of ice forming, such as www.youtube.com/watch?v=5ZSrHh…
