All credit goes to him for this piece.Following the defeat of the Enclave at Adams Air Force Base by the Lone Wanderer and Elder Owyn Lyons' east coast Brotherhood of Steel chapter, the Brotherhood gained a cache of valuable Enclave technology, including this suit of prototype armor. It is indeed a more advanced version of the Enclave's more standard Hellfire Mk I, Advanced Power Armor Mk II on the east coast.
The design is meant for storm trooper-type soldiers meant to commit a frontal assault upon an enemy position.
