Headcanon that in Fellshift, that once Sans became king, he went insane with power. Since Papyrus, bullied him as a child, Papyrus was forced to flee to the Ruins as Sans wanted to take revenge on him.
In both Storyshift and Fellshift, Papyrus is the prince of the Underground. Since Sans is Pap's older brother, and Sans has no children, the throne would go to Papyrus next.
