Uber. You only need to highen the base 70 speed of Breloom to totally change the structure of OU - imagine, if "Brevolution" were to turn up with a base 100 speed Spore SubPunch, it would have the same status as the overpowered Garchomp, if not more. Even in Uber environment it would threaten any of the common base 90 or 95 Legendaries, forcing people to overuse Choice Scarves or a reliable counter like Giratina, which totally gets shut down by Spore. And this evolution doesn't even need higher base Atk, since STAB Focus Punch from 130 base atk already overpoweres even the almighty Rayquaza's Outrage (unboosted). And of course, Breloom's total base stats are far from filled, so it is far from unreasonable that GameFreak would prevent Breloom to get higher stats.

Unfortunately (and fortunately for the metagame balance), this massive threat does only exist in our imagination...
