I always thought Gyarados should be red or at least orange, but I assume there's a story behind the color

You're right!Β It looks as though their design is based upon a Chinese Water Dragon (or something of the like), whose colors are usually gold/red.Β Gyarados may have been made blue just because it's a water type, but we'll never know for sure.
