In all honesty, I think your older drawing had more potential. The nose and ear were off par, and the hair was in excess, but the new drawing suffers just as much as well as lacking the added depth the first one had.
As a suggestion, try thinning out the neck and making the eye farthest away look smaller than the one we're closest to. Also, try raising the hairline, it will give the character a larger forehead, but that's what you want. Maybe try playing with the mouth a bit too. While you could keep it so low on the face, maybe tilt it or something, bring out the angles to pronounce the emotion.
