Unicorn Guard: “Well, well, if it isn’t Flash Sentry. I remember during your academy days you were constantly getting in trouble. You must have screwed up big time to be transferred to someplace like the Crystal Empire, Flash.”
Flash Sentry: “That’s Lieutenant to you, PRIVATE.”
Unicorn Guard: "Ah... Um... Uh-oh. I didn't realize. Sorry, sir. The Princess will see you now, sir."

Flash Sentry: “Greetings Your Highness, I’m Flash Sentry from the Crystal Empire. Princess Cadance and Shining Armor are going to start sending out invitations for the Equestria Games. They wanted me to make sure Your Highness and Princess Luna received yours first.”
Princess Celestia: “Thank you for bringing me this, but I’m afraid my sister Luna isn’t here right now. She went to the Festival of the Full Moon.”
Flash Sentry: “Oh. Well my orders are to deliver these in person. I guess I’m going to the Festival of the Full Moon.”
Princess Celestia: “Please send my regards to Cadance and Shining Armor. Oh, and Flash…”
Flash Sentry: “Yes, Your Highness?”
Princess Celestia: “Congratulations on your promotion.”

Basic rules of writing:

That, is a shite way to portray a main, meant to be likeable character. If you read this without any prior knowledge, this is the way to introduce the douchebag commander everyone is meant to hate. The immediate, smug nature of Celestia about congratulating him in front of her Royal Guard is pretty out of character for who is meant to be the kind, motherly figure and also kinda heightens Flash as an unlikeable character.
So, overall, pretty weak.

In his defense, the unicorn guard was making fun of him. He was throwing the taunt back at him. Many people would have done the same. I'm sure even you would have if some guy from your old school was trying to be an ass to you when you've managed to become more successful through your hard work.
