how do you get the colors on the flag to merge? and how do you make them so consistent?

i drew the flag one time, then i copied it so there was one for each layer, (the flag was still the same) then i used the warp filter to match wach flag to each leyer

i downloaded the base from *1skylight1 and used gimp to color it and merge the layers together
