Well, this mat take a response or two to get the full gist. But the first thing to keep in mind is that Shonnie's real strength comes from his strategies, and not just his fighting abilities and powers. His abilities come from a mix of both martial arts training as well as technology. Despite his abilites, he's still a regular human, so he has to fight smart. Especially since he has experience battling foes, that could EASILY kill him.

Okay, that concludes his battle tactics, what about his weaponry and abilities?
By the way, the last sentence you posted, is really helpful, as in the fic he'll be appearing, anyone could be killed by the villain
What are all his weapons, and his experience with them?
What and how does he uses his abilities?
Does he has any weaknesses and strengths?
Does he try and attempt to find information about someone he is about to rescue? And why do they have to protect them?
Will Shonnie be interested in a girl like Alice Margatroid or Koakuma?

Shonnie's weapons include a pair of tonfa blades resembling the guard shota lightsabers. Usually, he just equips one unless there's an immediate cause for both. He has specially made bionic eyeballs (after loosing them in a fight with a (now former) super-villain. These eyes allow enhanced vision as well as being able to see through objects and locate hidden objects as well. In a way they act like miniature spy cameras. He can effectively use alot of melee weapons to an adequite degree but not particularly specializing in anything. Infact his tonfa blades are used frequently and more efficiently because he thinks they are cool.
As far as abilites, he has above average reflexes and agility, as a result of his years of martial arts training. Which make him adept at manuvering around his opponent's attacks. Which is made all the more effective with the use of his eyes to locate weakspots in his oppenents techniques or attacks. Having utilized a mix of akkido style of martial arts while mixing it with his manuvering techniques, he is quite proficient at hand-to-hand combat. I guess the choice of tonfa swords is actually a legitamite weapon choice for him. 
As a detective, Shonnie will often locate info on his target and opponents whenever possible. Even if he has to take a moment mid-battle to learn about them. Often opting to allow his opponents to try and attack to get the feel of defeating them. (Shonnie likes to fight with his head.) Shonnie is abit cautious around people he first meet, but he is relatively sociable and kind.
Well, Shonnie already has a girlfriend(who belongs to another artist.) But since this seems partially fan-made, I'd say Shonnie can go either way with the girls. What are their personalities like?

And about his speed, how does it work? Is he a blur when running? Or just seemingly teleports into a spot? And can he run forward towards an enemy but appear behind the enemy facing the enemy?

Well, technically, those are more of a visual effect and aren't entirely different. But I'd have to say, it's more like the second latter, of implied teleportation.

When you're writing in literature style! You have to put it a lot of details so your reader could imagine the scene properly!
Next up, if an old ally(Char1) is being mind controlled, and they had killed a large amount of allies of Shonnie, would Shonnie try to free (Char1) from the mind control?

Take it easy, dude. I wasn't trying to marginlase the importance of visual desecription. 
If Shonnie was aware of the mind control, he'd probably help break the mind control of his friend. And then kill the one responsible for controlling his friend and taking the lives of his allies. Otherwise, Shonnie may have to take out his mind-controlled ally...
Though, I should note that Shonnie often perfers not to kill his opponents. If all else fails, he will do what he has to, in-order to protect those he cares about.
