it is a colour palette yet = )
swatches libraries for iLLustrator are not *.ASE only - *.ai work exellent too.
unzip the file, put it anywhere on your hard (for example, C:\Documents and Settings\Root\Application Data\Adobe\Adobe Illustrator CS5 Settings\Presets\Swatches) then start your Illustrator, go to "Window ยปยป Swatches ยปยป Open Swatch Library ยปยป Other Library" and open the starpatterns.ai file as a Colour Palette. and you'l see 'em all there = )
