It would be weird (yet cool) if she somehow made it to Smash; I know Dragon Ball is an anime and manga but her first appearance was in a video game, which seems to fit the theme of Smash Bros.: Characters that first appeared in video games and no other media beforehand.

Since she was made for a video game (but has yet to make an appearance in the manga and anime) I think she can get by on a technicality.

Pretty cute pic of Android 21 & Kirby. ^u^ Actually, there's this video here: www.youtube.com/watch?v=kAoAX1… that shows that Kirby becomes 21 after swallowing the Super Crown from the Mario World, which is based out of this comic here: twitter.com/Ambris_Art/status/… . Even though this is just a funny joke, there's actually a original design of Kirby who turns into a "Peachette" like character.
