I've cropped it a little for this as otherwise the GIF compression was acting really strangely!
Anyway...
1 - Decided on the sketch and blocking out character colours on seperate layer
2 - Some sort of idea for a background - very abstract, just chucking things down really. Will decide properly later! Darkened the outer wing and limbs with a dark blue as they're further away.
3 - I was just messing here. Way too oversaturated! I decided on my second light source as using the blue from the sky coming from above and behind the dragon. Added some rough shading ideas
4 - Started planning out the light from fire and where it would fall on the dragon's body. It was a bit complicated to get my head around because there's so much fire! I colour picked the main flame colour, lowered the opacity of it, and lightened it a tad to paint this on. Also added darker shadows - A strong light source usually creates the darkest shadows! Started to work on clouds, again super messily as this wasn't the focus.
5 - Carried on from the previous step. More refining. Started detailing the feathers and flames. Added a tiny bit of flame light onto the clouds around the dragon.
6 - Further detailing and more refining. At this point I don't really bother with different layers, other than maybe a separate one for the background. I'm just painting ontop of everything with quite a hard brush. But always using around 80% opacity.
7 - Final step is a lot of colour and contrast tweaks, as well as gradient overlays to really make the flames pop.

Bruh, there are tons of free brushes on here and across the internet! Plus, they're all compatible with any art program; the brush file itself may require a bit of tweaking before that, but the end result remains the same.Β

GIFs are good for presentation. But when someone like me trying to look closely at the step 3 for example, it gone in seconds, and I have to wait the whole cycle again and again and again... I tired of this and downloaded your work to get the frame myself ^.^" Dont get me wrong - I LOVE your step by step gifs! Its just slightly harder to learn this way.Β

Using the overlay layer mode is really helpful to draw attention to glowy bits. Then use a very light colour on low opacity to build it up.

you should've gone with liquify-tool in photoshop for the feathers. really make them flamish. And blur-tool for the perspective on the flames. Otherwise i like the overall design.
