The consensus at this point is pretty much that the MLP expanded universe is pretty much canon unless the show does something to invalidate it. But given the books in question are written by two of the show's current crop of writers (one of whom used to work at Hasbro and the other is also one of the current story editors and executive producers), I think that gives them just a tiny bit more weight.

I tend to think of them as a separate universe, like Star Wars, and the marvel universe. Though I don't deny the expanded universes validation over the other, I enjoy both the same.

I would like scootaloo to be in a family on non-flying ponies. Which would explain the inability to fly, and or being adopted. kinda like the Cakes family with Pound cake, if you aren't exposed to being a particular thing would you still grow up to be it anyway?
with my own OC JitterBug, I didn't make her a good flyer, because I like to explore that situation; where your environment might dictate the person you be come. But, i suppose everyone likes theorizing about the unexplained.

Ehh... yes and no, I think. Things like this are sort of farcical when done from the human perspective. Are all "white" cultures the same? Are irish the same as scottish? Are all asian americans the same? Yes, they are, because here if your a citizen, you identify as American. But outside of our country, are japanese the same as Koreans? No, and in fact seem, if you'll allow me my white perspective, vehemently against each other to the point that even half japanese half korean children are held in contempt.
Now, with ponies, it gets a bit trickier. These aren't superficial or cultural identities, but intrinsic traits found in each of the three sub types. Jitterbug may not be a Pegasus, but she is a pegasus. She has wings, has the inate magic of her tribe, and could hurt herself if not trained in it. Same applies to unicorns, and even earth ponies if your verse has their innate abilities.
Heck, that might be part of Flicker's crabbiness. His dual nature, as a demon a taker and an earth pony a caretaker, are at odds.

You got it in one. With the character Flicker, he isn't really accepted on either side. It's in his nature to be demonic, but he also has the pony side. Being half Asian myself, I was always the black sheep in my family. Even though they were family, I always felt different.
