It would have to be some Fiercely loyal or Fiercely independent pokemon to refuse an elemental evolution or to know that it just Doesn't Need Them.

I agree Eevee should 100% be consulted.
Yeah if I had a choice I'd go with Sylveon...but Vaporeon also has a special place in my heart
