She sort of reminds me of Candy White from the manga/anime "Candy Candy" who I ironically used as one of her inspirations. I agree, sometimes references are hard to use. I used to hate using them as a teen because that was all we did at school art classes and I was so bad at it.

It wasn't cool, the pacing was too jumpy and the main character had little to no flaws. But I did love her design.

I think it was the era. Characters like that were sort of in fashion back then. You know like Carol from Ouke no Monshou.
