I first made the pixel art version, then enlarged it, and on another layer I added textures and brush strokes. I merged these two layers together (this is layer 1), and then resized all of that back to a pixel art level. I upscaled that (this is layer 2), and then with layer 1 below layer 2, I selectively masked layer 2 so parts of the more detailed layer 1 peek through. Its a really cool effect I found through experimentation!
