I use Photoshop 7.0 c:
Uhm.
To get the char to shine -like the base colors or whatever- duplicate the layer(s) and change the duplicate to soft light.
And to get a glow on the outside of the lineart, select out side the lineart on the lineart layer, select > inverse, then modify > expand > 5 px. Then G. Blur c:
