The first thing I thought of when i saw this was Pokemon XY. It looks more 3D from this viewpoint which . Some of the lines are a bit wonky especially with the feet which are not quite leveled. The shading is also a bit simple. Maybe try using a smug tool to make the shading look more nature.
Anyways this is really great and I definitely see a huge improvement from last time. Keep drawing!

I like how some of the lines on Jolteons body are sort of curvy, because it sort of gives Jolteon a personality. When the lines are so spiky and blunt, jolteon seems almost robotic, incapable of laughter. The colors you used are great too, it looks exactly like Jolteons coloring. The way jolteon is laughing is awesome too. It looks like you made a random, ridiculous joke. The kind where you just can't stop laughing, and the memory of makes you giggle or snort. I also like how it's not all pencil-y, because your smooth lines in the picture make Jolteon seem so real, almost like a human.

I've wanted to try, and have something different for Jolteon!
So I've thought, why not make him laugh?
Also, I've found it cute, when he's laughing!
When the opponent is using the move, tickle!
Jolteon not only laughs, but he also does some sort of side step move!
Which again, I find it cute!
And regardless of that annoying move!
I still love Jolteon, and I don't mind having him on my team!
