An easy way to make it make sense: blame high-grade. (Or, it would seem in Animated, oil.) Therefore he's just a happy drunk.

Assuming they just warped back from outer space together (disregarding Blurr's absence and Starscream's not-being-a-head 8D), then TC is entitled to be there and to look irritated.
In truth, that's what the pic was supposed to be at first (hence the title), but somehow it ended up looking like Starscream was only hugging ONE instead of both. /fail
