I'll admit I've never played the game, but I've heard a thing or two about its Genocide mode, and how tough it is for some people to have to kill Toriel.
If I was Frisk in that situation, I would approach the fallen Toriel slowly and quietly, gently lay a hand on her head, say these words:
"Greater love has no one than to lay down her life for a friend..."
...and then slit her throat to end her suffering.
