Here my idea for a Cousin Ice bio
Cameron Fries is the son of Victor Fries alias Mr. ICE and Crystal Mahkent Fries alias Ms. Ice. His twin Sister Louise is also known as Sister Ice and His grandfather Joar Mahkent alias Snow was a superhero allied with the Norwegian resistance movement during World War 2. Cameron himself is very laid back and friendly. He is also very close with his grandfather.
Feel free to make whatever changes to the bio you want.

I was kinda waiting till I could find the other Ice villains to make Ice heroes out of before writing the bios because I had this in mind before I started any of them
