Scarecrow didn't think he'd be able to put a GCPD officer under his spell, but by a stroke of luck, he wound up getting ahold of one.

Detective Nadia Wells hadn't been investigating the brief abductions he was carrying out in order to turn women into his henchgirls, who he was starting to call his 'Fear Femmes.' In fact, Nadia didn't even know Scarcrow was in the area. Nadia had been investigating leads on the activities of the Lebedev Family, the newest Russian crime family in Gotham.

Scarecrow didn't know she was a detective either. Not till she was deep in a trance and he went through her wallet. He found her police badge inside, which shocked him. After the shock wore off, Jonathan Crane was thrilled. He knew there would be a risk to kidnapping a policewoman, but he couldn't pass up the opportunity to have her under his sway.

While she was hypnotized and the fear toxin was doing its work, Scarecrow planted the seeds of utter submission in her mind. He used her fear of failing in her duty to uphold the law, of being unable to stop criminals and even making bad calls that resulted in them causing even more damage. He made her fear the loss of control over herself, the inability to control the world around her.

He implanted the thought that she needed someone stronger, someone smarter, someone who was the embodiment of the power and control that she craved and could not have, to guide her, to keep her safe and protect her from failure. Someone capable of waking up the women of Gotham to their own fears of uncertainty and chaos.

Someone who could convince them that they had a deep fear of freedom. A fear that would only be quelled if they submitted their will to him, a master who could make all their fears go away.

When Nadia woke from her trance, she found herself kneeling in front of the Scarecrow. He told her that she would now serve him and that she would enjoy serving him. He told her that he would give her what she most desired. And Nadia believed him.

Scarecrow sent Nadia back to the station where she now acts as a mole, feeding him intelligence on the activities of the police and various criminal elements. When he needs her for field work, she is always ready to please her master.
