That was one of the few buildings they wouldn't allow him in. It's where they take all the planes apart and work on them.
Flug probably would have had a heartattack at that wonderful scene.

The general public wasn't allowed in there, not just him. It's basically a garage for where they fix all the planes up, and I can see why they wouldn't let people in there with all the delicate pieces of planes lying everywhere and such.
