If anyone is curious, I didn't really have too much of a backstory in mind. The main idea is that Rusty is determined to be as much of a hero as his friends. He's probably over compensating because he's never felt as good as they are, so he ends up taking risks, sometimes dangerous ones.
He could also be trying to deliver medicine to a sick pony or animal and is willing to brave the storm to help.
