SOPA has been shelved, as I understand it that means it can be brought back by those that want it passed to be voted on when they choose. What with the US now winning a case against the (New Zealand based) owners of Megavideo there's a chance this might swing a few politicians round and so on.

I don't think it's dead just yet.
