KittenLover13, to use this icon-
Right click the icon and save it as a picture.
Go to your DeviantART profile page.
Click on your current avatar/icon when the pencil shows up around it.
This will take you to a page where you can click on a button reading 'Change Avatar'
Find the icon file and upload it.
When it uploads, scroll all the way down to the bottom of the page and click 'Save Settings'
It might take a while for your new icon to appear on all DeviantART pages, but it will eventually show up.
