Photoshop CS4! I opened a 50x50px canvas and used the pencil tool to draw the stars. Duplicated the layer, moved some of the stars up (with the lasso tool), some of them down, and left some little ones alone. Then I opened the Animation window and hit "Make frames from layers" in the right side of the window from the little arrow menu. Then I just duplicated the two frames a lot, and made it .5 seconds between each frame transition. VOILA.
Speaking of, I need to make you an icon like mine. UNF.
