I think it started with Pac-Man Party, after Namco-Bandai re-designed Pac-Man to make him look more "kiddish".

They've actually rebooted his storyline in an upcoming TV series so that now he's a kid in school, because according to network executives kids won't watch cartoons centered around adults: [link]
