Hmm. You know, according to the character profiles in the first issue of the "DuckTales" comic book, Webby aims to be the "Fourth Nephew". Now I don't recall her ever mentioning that on the TV show, but despite the reasons she wouldn't be able to obtain that goal (i.e. she's not the offspring of Donald's seldom-seen sister, nor is she male), I drew a picture of what that would look like.
