It's the Doctor, just sort of hanging around
This was very fun to make. I realize a normal person wouldn't have this happy of an expression if they were hung up like a bit of laundry, but this is the Doctor, he's probably loving it
I was inspired to do this after seeing 's little Paper Children, she does an amazing job!
P.S. picture quality is LAME! for the life of me my camera would not do a decent focus
