The main characters DO have personalities, they have a fanbase and are therefore likable, and the main Team Rocket are MAIN CHARACTERS. That's like saying that Watchmen had too many scenes with Dr. Manhattan or that Chrono Trigger had too many cutscenes with Lucca.

Yes, but the scenes with Team Rocket were repetitive, they always showed up for a brief encounter, tried to steal some pokemon with a ridiculous plan and/or contraption, and/or dressup, got foiled and blasted off, there was no character progression, just a formula.

I mean that if a character has a fanbase, that means someone likes them. Logically, they are considered likeable.
And for some reason, Team Rocket just leaves an impression on people. Probably because they were a slew of funny jokes and getting crap past the radar. Also, underdogs are naturally loved.
