Here is a request for my background in GIMP,the result can be achieve many different way,test it, this tutorial i made it for the basic start to do this.If you want to see my brush i have many to do this kind of result in my folder related for brush gimp and PS, my backgound was made for stuff free to use for you, not supposed to make a tutorial,but with many request by note,i decide to make it for you,hope this will help you,and have a great day.And its true to download the tutorial give you more detail and writting more clear to read.

Looking for the fractal?! The folder is here I think OP is using #15 but there is also an aquatic set. I spent half an hour looking for this to help any future who might get stuck there too!

No gradient tool is the gradient tool my friend.Look on my tutorial i put a icon of the tool to use on each of step process.

But i'm really sorry,i can't be more clear as the tutorial itself,if you drag down to see comment on this tutorial you will see example from DA member made it,i really don't know why you can't do it,i really think each gimp version is same process for all.

The fractal add the light effect on the seabed ,and the black little bubble down are not so good if they are not hide by this fractal,but to resolve this i made a realistic underwater bubble brush in my gimp brushes folder.test them with your result
The whole work is perfect, now time to add the aquatic plant

This is a great and fun tutorial. I went through it with shades of green and managed to get something that looked like light coming through forest leaves. So, it's a versatile technique, too.
