Since this year, every media works is officially free and authorized by domain public, featuring some classical characters like Charlie Chaplin, Buster Keaton, Colonel Heeza Liar or Felix The Cat, of course, when you can create your own (or edit) work with your favorite domain public character.

... Andmyabe I've heard that you can any chaarcters like Poindexter, The Professor or Rock Bottom from Felix The Cat, unhappily they aren't based by the animated pionners from the 1920s, but they are originally created by Joe Oriolo and appeared from the end of 1950s.
However, like generally, they are actually in copyright until less of 50 hopefully years before you'll make them for inclusing from your own Felix The Cat series, but not just episodic works...

P.S.: Unhappily I didn't do in transparent version, because of the unfindable file. Sorry.
