To be honest, Shadow is more powerful and intelligent, and in my opinion, a more well developed character

Shadow does have more of a backstory while Sonic is left a little anonymous, each Sonic game seems to have it`s own canon in a way, like one game has human npc`s while another are animals like sonic. another is set in a world with weird concepts while another has actual livable places, Sonic seems up to whatever setting they want him in, know what I mean? Shadow is the second most popular character in the franchise/ canon.
Shadow has his own video game, he beat up Sonic so many times in the games, comics, Sonic X and also in Sonic boom.
Plus more powerful, has a sad backstory, lives a life people has set out for him instead of him choosing his way of life..... I guess maybe he is jealous of Sonic, Sonic has more freedom.
If it weren't for Sonic Shadow's life would of been more messed up I mean Egg man would of destroyed the Earth and then who knows what would of happened.

True. Sonic can act like a jerk at times but he is still a good friend though Shadow has more of a back story but people tell him to do things, Shadow really doesn't have much freedom up until Sonic's 2006 game.
Shadow was forced into isolation after the people who forced him into isolation muddled his best friend, black doom used him in Shadow's own game plus try to control him with mind control, Egg man sought Shadow out as a trophy and as someone he could use.
So yeah he has more character development
