That he was. I cried and as a former fan of Envy I would totally understand how someone can want him to survive - I did so, too. But reality caught up, and from a more objective point of view, he's a sadistic asshole. A cute one, yeah (hell, I even liked his dog-crocodile-monster-form full of bleeergh), but still... he committed genocide and enjoyed it. And, much more importantly (lol), he killed Hughes.
Definitely not to be forgiven.

And if he would have survived, father would have absorbed him probably anyway. Or something like that.
