yeah...but Naruto is a fictious ninja world which has something to do with Japanese old mythology. The Ninjutsu of Sasuke and Itachi (Izanagi,Izanami)are named after a bro/sis couple .They're the ancestors of Janpan.
The kazekage's family is totally twisted.Any kind of relationship between them is possible to happen,I think,for they didnt' grow up like normal siblings.
Besides, I find gaara and temari really sweet together.Here is a random colletion of their interaction if you don't mind^^
