Short story:

1. The MOTHER series is a much-beloved cult series of RPGs, and they were the main inspiration for Undertale. The guy featured here is Shigesato Itoi, the main creator of the games.
2. The first two MOTHER games have been localized to America, the third one hasn't. Fans have been demanding it for over ten years, to no avail.
3. At this E3, it was revealed that Undertale was getting localized in Japan.

The third game in the series was released in Japan in 2006, is regarded by many to be the best in the series and among the most remarkable JRPGs of the time, if not all time, but was never localized to America. A group of dedicated fans eventually made a fan translation but everybody in the fandom is still begging Nintendo to release it officially, as it would allow far more people to get into the series and experience it. The guy featured here is Shigesato Itoi, the man who made EarthBound (which is the American name for the second game in the MOTHER series), and the title is a reference to Reggie Fils-Aime, the president of Nintendo of America. If the game ever got localized, it'd be his call to make it happen.

Meanwhile, Undertale was just announced to be localized over to Japan on the PS4 and PSVita, since the Japanese PC market is very small but its PS4 market is very large.
