I visit London regularily enough when playing poker.
Susan is Scottish, from a small villiage. Couldn't be further away from London, and is unlikely to be up on gang culture.

I don't think it's particularly gang culture:
(leaving the popular joke about the victorious english archers after the battle of Agincourt aside), it can be traced back to old latin texts as digitus impudicus - the impudent finger, and some people have taken it back to insulting hand gestures in Greek tragedies and comedies.
The evidence is pretty good that it's been around for a very long time in the whole of europe, but of course, all history is open to interpretation.
(plus I don't live in London, more's the pity. I live in the urban jungle of chavland to the west.)
