Cinema 4D and Photoshop used.Wallpaper version:

Quick explanation:
The forms are modeled.
Copied the models 3 times and used "explosion" with different strengths to achieve the particles effect.
The material has Glow and alpha channel for the fading.
Added the bokeh in Photoshop.
That's about it.
