Highly underestimated. The character could have been used so more effectively. Psychic powers would have been awesome, far more versatile than simply throwing an energy ball. But instead of getting some diversity we only ever got to see the same old muscle heads. So much character potential gone to waste! Look what he did to Krillen in the 22nd WMAT!
He has already been shown to have telekinesis and telepathy. If he developed his telekinesis he could pretty much have the environment fight for him, after all character have been shown to telekinetically raise mountains and I'm sure he could get a bit more creative then that. Illusions, you could exhaust yourself fighting enemies that aren't there, think your allies are your enemies, make you think your somewhere else, even view your own death. And then there's mind control...
He could have been like a Jedi or Professor Xavier.

He was pretty powerful on Dragonball though. And pretty scary.

he could have been more of a challenge guy,much like krillin..
