I always find it weird that it was a Cool Trainer not a Cop blocking the path to Mewtwo. Was he brain washed? Was he an undercover cop? cause it seems like he's just being a tool and doesn't want anyone here so he makes up the excuse pfff go come champion and finish off Team Rocket on some far off Island nobody has heard about then we'll talk!
