Since that day he didn't grab Smithers Sr. arm more firmly and let him to go and stopping the reactor costing his own life, Burns regret deeply about his dear friend's demise. He know that if he didn't stopped it, the entire town could be destroyed, but that's not even the lightless confront for the old man's heart. Watching him dying and found him lifeless after he went inside to trying to... save him.Maybe it could be Springfield's end but... he shouldn't let him go in the first place.
