I must say, this alignment chart is almost spot on with two exceptions:
Bilbo Baggins to me is more Neutral Good since until Gandalf showed up he was True Neutral and after going on his adventure is the everyman who is most concerned with doing the right thing, not necessarily thinking about rules and laws. That's Neutral Good. Chaotic Good is more "screw the law" and to me would be more Gimli or Eowyn.
Sauron is Chaotic Evil. He was Lawful Evil when working for Morgoth but after taking over and becoming the new arch-villain he's just interested in random violence and destruction and hurting others and respects no authority but his own. That's Chaotic Evil.

You're going to have to be more specific then that. In the Silmarillion, yes, his goal was to bring "order" to Middle Earth. Come the Third Age that ceased to be the case. At that point he sought nothing more than total destruction of the life he had come to despise. Nothing orderly about that.

Wouldn't lawful evil not really care about other's authority that much either? He just goes through the protocol for protocol's sake, since the system is his bread and butter? If he leans both lawful and chaotic, wouldn't that make him neutral evil?

No. Neutral Evil is more self-centered mercenary who's purely out for his own. Think Boba Fett and Jango Fett. They also have clear-minded goals and don't cause random, pointless destruction if they see no direct benefit to it. Sauron however does not do that. He's all about wanton destruction as of the Third Age (and the one shown here is TA Sauron).
Chaotic Evil is more rampant destruction and cruelty, which Sauron advocates. That PLUS his lack of respect for any authority other than his own makes him this. A Lawful Evil villain is either a megalomaniac who wants a twisted "order" or a loyal follower of some kind of tyrannical "order". Not an Omnicidal Maniac, which Sauron is. Also think of it this way: Morgoth is one, and is listed as one. Well Sauron eventually becomes exactly like Morgoth.
