In Reluctant Dragon, Casey's driving wheels are fairly large. This allowed him to be able to travel at faster speeds. For passenger locomotives, the driving wheels are built large to allow the locomotive to achieve a higher rate of speed. The larger the wheels, the faster the locomotive. Case in point, when Reluctant Casey was traveling through a thunderstorm, he was going very fast, but he wasn't able to stop himself from going off the rails, due to not being able to have proper traction because of the larger wheels, not just because of the rain on the tracks.

In Dumbo, Casey's driving wheels are much smaller than Reluctant Casey's. After the Reluctant Dragon, Casey Jr was rebuilt as a freight type of locomotive. Freight locomotives have smaller driving wheels, which allow the locomotive better traction and more strength, able to handle carrying heavy loads, especially when going up grades. But they weren't as fast as passenger engines. In Dumbo, Casey Jr travels at a moderate rate of speed. Because he was built like a freight locomotive, he couldn't go any faster using his own strength. The only time he was able to travel faster was only after he went down the mountain. Freight locomotives could handle mountainous areas on their own strength due to their small driving wheels.
